If you have ever looked around the community and thought, “It would be nice if we had ___,” you are not alone. Residents have ideas all the time for ways to improve the community, from landscaping enhancements to amenity upgrades and everything in between.

The challenge is that an HOA has to balance those ideas with the expenses that are already necessary to keep the community operating.

One helpful way to look at community spending is to put expenses into three categories: needs, wants and nice-to-haves.

Needs: What Keeps the Community Running

Needs are expenses that are essential to the health, safety, operations, or long-term financial stability of the community. These may include maintaining common areas, repairing community infrastructure, meeting contractual obligations, addressing safety concerns, or completing necessary repairs.

When an unexpected repair arises, the Association may need to prioritize that expense over something that was previously planned. Taking care of essential needs helps protect the community today while also preventing small issues from becoming larger and more expensive problems down the road.

Wants: Improvements That Add Value

Wants are projects or improvements that may enhance the resident experience but are not necessarily urgent or essential to daily operations. For example, a community may consider updating an amenity, adding new landscaping features, improving recreational spaces, or making aesthetic enhancements. These projects can provide value to residents, but they must be weighed against the Association’s available funds, other priorities, and long-term financial plans. A want may be worthwhile, but that does not always mean it should happen immediately.

Nice-to-Haves: Great Ideas for the Future

Nice-to-haves are the ideas that would be enjoyable or beneficial if the budget and circumstances allow. These could include additional amenities, decorative improvements, special enhancements, or other projects that are not currently necessary. These ideas are not necessarily dismissed. Instead, they may be placed on a future planning list until the Association can determine whether funding is available and whether the project fits within the community’s broader priorities.

Why Prioritization Matters

An HOA has a responsibility to be thoughtful with the funds entrusted to it. Prioritizing spending helps the Association balance immediate needs with long-term goals while making sure essential responsibilities are not overlooked. Before moving forward with a project, the Board may consider questions such as:

Is this necessary for safety, operations, or preservation?
Is the expense required now, or can it wait?
Is the project included in the current budget?
Are there other higher-priority needs that should come first?
What will the project cost today and in the future?
Will completing the project now help prevent greater expenses later?

This process allows the Association to make decisions based on the community’s overall needs rather than simply choosing the most visible or popular project.

A Budget Is a Plan, Not an Unlimited Wish List

A community budget is designed to help plan for both current responsibilities and future needs. Having funds available does not necessarily mean there is room for every requested project, and delaying a want does not mean the idea has been forgotten. Sometimes responsible financial management means saying “not right now” so the Association can say “yes” to something more important.

Understanding the difference between needs, wants, and nice-to-haves gives residents a better look at how community spending decisions are evaluated. Every dollar has a purpose, and thoughtful prioritization helps ensure those dollars are used in a way that supports the community today while preparing it for tomorrow.
